Captain Jennifer Brown 1. Request approval to increase Revenue in Sheriff's Donations budget line $1800.00 reference donation received from Bethany Community School to purchase a weapon for the School Resource Officer assigned to their school for safety and protection of the students, faculty and staff. This is to be allocated per Bethany Community School's specific request. A new Project Code is requested for Capital Outlay for the SRO weapon. 2. Request approval to accept $5000 donation received from First Responders of the Triad, Inc. Golf Tournament to be used for Project Lifesaver. This is a program designed to help save lives and help communities streamline search and rescue procedures. Funds will be used for training purposes and setting up the program in Rockingham County. • $1800.00 Donation Money Sheriff's Department • Donation for Project LIfeSaver B. Mandy McGhee, Finance Director 1. Request approval to increase Soil and Water Conservation budget $2,500 for funds that were donated for the summer camp. 2. Request approval to appropriate available restricted sales tax funds in the amount of $40,000 to cover the removal, refurbish and installation of an unused boiler at WREM to South End Elementary School. This is an emergency purchase. 3. Request approval to appropriate available fund balance from the general fund to cover the cost of adding (5) DSS Child Welfare Service positions approved by County Commissioners at their December 1, 2025 meeting. The budget amendment will cover salaries, benefits, and initial operating expenses for (2) Social Workers, (2) Community Social Services Technicians, and (1) new administrative Specialist through 01/01/2026 - 6/30/2026 • $2500 Donation = Soil and Water Conservation budget • Unused Boiler installation from WREM to South End Elementary • Request approval of 5 DSS Child Welfare Service positions C. Justin Thacker, Deputy Finance Director 1. Request approval to consolidate the budget for Jacobs Creek with the Huntsville Fire Department district since the merger was finalized in June 2025. Reclassify the current revenues and expenditures for FY 2026 in the Jacobs Creek line items with the Huntsville revenue and expenditure line items. 2. Consideration to approve and appropriate $10,000 for the Hazard Mitigation Emergency Grant. This grant is funded through the NC Dept of Public Safety, and the County is awarded annually for conducting a live hazardous mitigation training exercise using the company Crisistec. 3. Request approval to amend the FY 25-26 911 communications budget $2,783 and the Information Technology Services budget $279 for new software subscription that meet the criteria of a recently implemented governmental accounting standard requiring certain software subscriptions to be capitalized as a Right to Use intangible asset and the corresponding liability to be reported. Request approval to transfer unspent funds from Project RS2426 New Vision Main Building Roof Repair to RS2437 Reidsville High School HVAC Phase 5-6. This transfer will cover additional cost and installation of an electrical sectional switch needed to carry the electrical load that is a reliable power source and continuous operation of the RHS HVAC System. 2. Request approval to transfer $473,802 from the Rockingham County School System's Other Restricted Funds to the Capital Outlay for the purchase of Activity buses. Rockingham County Schools Board of Education approved the update of the District's Fleet of activity buses at their December 8, 2025 meeting. • RCS HVAC Budget Transfer of unspent funds from Project RS2426 to RS2437 • Movement of Funds from RCS Other Restricted Funds to Capital Outlay Activity buses G. Caleb Tilley, Engineering and Public Utilities Director Request for Board approval to award the Mayodan WWTP Influent Pump Station Rehabilitation project, at 293 Cardwell Rd., to State Utility Contractors, Inc. This project consists of the replacement of the existing pumps at the influent pump station. This project will also include coating of the wet well and all pump station piping. Electrical components will also be replaced and include the installation of new variable frequency drives. • State Utility Contractors, Inc. Mayodan WWTP Influent Pump Station Rehabilitation Project H. Derek Southern, Assistant County Manager Request to approve the Behavioral Health Coordinator position to be added to the County pay plan at a pay grade of 27 and approve the budget amendment to establish a budget for this new position. Funding for this position is coming from previously committed MOE funds and requires no new funding commitment from the County Reidsville Area Foundation has pledged to match our funding once approved. • Behavioral Health Coordinator Position I.
