Request approval of recommendation for appointments to the Juvenile Crime Prevention Council effective July 1, 2026, and request approval of the Juvenile Crime Prevention Council annual plan and JCPC certification standards for 2026-27.B. Request approval to increase Health Insurance fund $2,000,000 to cover estimated expenditures through June 30, 2026 and the liability year-end entry for claims incurred but not yet paid. Currently, claims for medial and prescription are 20.32% higher through April 2026 in comparison to the same time last fiscal year. There will be an additional prescription rebate check, along with additional revenues from stop/loss insurance coverage, that will further help cover the additional costs for the claims in excess of stop/loss coverage. As of April 2026, expenditures in the fund exceeded revenues $2,040,435.58.2. Request consideration of approval to increase the Fire District Special Revenue Fund budget by $7,850 to cover higher North Carolina Vehicle Tax System (NCVTS) collection fees resulting from motor vehicle tax collections exceeding FY 2026 original budget estimates. The additional expense is fully offset by increased motor vehicle tax revenue.E. Susan Washburn, Clerk to the BoardRequest approval for the regular minutes for January 20, 2026 and March 2, 2026.F. Lindsay Pegg, Economic Development and TourismRequest approval for the Chairman to execute the Great Trails State Program Grant Agreement between the North Carolina Department of Natural and Cultural Resources and the Rockingham County Tourism Development Authority for the Hogan's Creek Trail project.Request approval to appropriate $20,000 of available fund balance in the General Fund, and $5,000 of available fund balance from Tourism Development Authority (TDA) to meet the local contribution requirement for this grant project, as well as the grant funding in the amount of $298,872.Background: On October 21, 2024, the Board approved submission of an application for Great Trails State Program funding for the Hogan's Creek Trail project. The Rockingham County Tourism Development Authority has now been awarded grant funding in theamount of $298,872, with a required non state match of $74,718, for a total project cost of$373,590.6. Contract will provide Surveying, Engineering Design, Bid Management, Construction Management, Record Drawings and Final Certification for the Rockingham County Elevated Storage Tank project to be designed and constructed in the vicinity of US 220 and NC 704 in Support of the delivery of the County's available water supply of 2.0 MGD as outlined in the Interlocal Water agreement with its regional partners.9.
