Mandy McGhee, Finance Director1.  Request approval to amend the Resolution for Water & Sewer Enterprise Fund Repayment and Creation of the Water and Sewer Reserve Fund.  The Resolution recognizes cumulative transfers totaling $11,466,000 from the General Fund to the Water & Sewer Enterprise Fund between fiscal years 2008 through 2023.  These transfers were necessary to support and cover debt service obligations within the Enterprise Fund.  The amendment establishes a thirty (30) year repayment schedule from the Enterprise Fund to the General Fund at an annual interest rate of 0.25%.  The repayment structure provides flexibility to allow for payments in excess of the scheduled annual amount when sufficient funds are available.  Additionally, annual payments may be deferred in years when Enterprise Fund revenues and reserves are insufficient to meet operating, capital, and reserve funding needs in excess of the required annual repayment amount.  The repayment schedule will be deferred for an initial three (3) year period, with the first projected payment anticipated on June 30, 2029. 2.  Request approval to appropriate $5,000 of 4-H Reserve Fund Balance for upcoming Summer Adventures.  4-H Reserve Fund Balance are program fees earned in previous years and are reserved for use in future 4-H programs. E. Derek Southern, Assistant County ManagerRequest approval to transfer $473,000 from the Future Public Building Reserve account within the Capital Improvement Plan (CIP) to the Touch Panel Reserve Project (which already has $S343,000 in reserve).  Create a CIP project for $ 716,000 for RCJC Touch Panel and $100,000 for Camera Additions.  The project has undergone two separate Request for Proposal (RFP) processes in an effort to obtain responsible and competitive bids for the replacement of the Touch Panel and Camera System.  Since the project was originally approved in FY 25 CIP, costs have increased significantly.  In addition to inflationary impacts, changes in technology and system requirements now necessitate extensive backend infrastructure upgrades to ensure compatibility, reliability, and long-term functionality of the system.  These upgrades are required to meet the operational needs and security standards of the County's facilities and technology environment.  The request also includes funding for additional cameras in both the Detention Center and the Clerk of Court's Office.  These camera additions have been identified as needs for some time but have been delayed due to the capacity limitations of the County's current camera system.  As part of this upgrade, the expanded system capacity will allow these cameras to be installed and integrated into the overall security infrastructure.  The requested transfer will provide the funding necessary to complete the project as designed, address existing security needs, and ensure the replacement system meets current and future operational requirements.G.
