He's concerned with budget cuts to the Transformative Workforce Academy in Missouri (TWA) which helps people when they leave jail connect to a job. Missouri lawmakers had funding in the budget, but Missouri Governor Mike Kehoe's line-item veto was the result. The Department of Corrections had been in the process of expanding the program across the state. 'It's very penny-wise and pound foolish,' to cut a helpful program, says Smith.
