אליקים רובינשטיין החזיק בתפקידים מגוונים ורבים במרוצת השנים. מזכיר הממשלה, היועץ המשפטי לממשלה, שופט בבית המשפט העליון ועוד. במשך כמה עשורים עבד בשירות המדינה והיה דמות מרכזית בתהליכי השלום בין ישראל ושכנותיה. לאחר ועידת מדריד (1991) עמד בראש המשלחת הישראלית שקיימה את השיחות עם המשלחת הירדנית-פלסטינית במטרה להגיע להסכם מדיני. אדם רז ישב עם פרופ' רובינשטיין לשיחה על תפקידו במשא ומתן לשלום עם הפלסטינים.
