Landshut Lectures Mike Savage II Analysing elite diaspora: the case of UK ‘non-domiciled’ tax payers

Zweite Landshut Lecture von Mike Savage vom 27.06.2023 The British have a strange quirk in their tax policy which allows residents who claim that their ‘permanent home’ is outside the UK can gain advantages by being exempted from tax on their overseas assets. I show that this provision, which can be dated back to 1799 when income tax was introduced, is actually deeply embedded in the history of the British state. Drawing on recent collaborative research which for the first time reveals what kind of people actually claim ‘non-domiciled’ status, I show that this group are massively over-represented amongst top earners and help to underscore powerful class, racial and geographical divides. I draw out how the non-dom phenomenon thus reveals the ongoing imperial basis of the British economic elite and emphasise the need for a long term historical perspective in the study of inequality. Die enorme Breite des Werkes von Savage, sein innovativer interdisziplinärer Zugriff, die Reflektiertheit seiner Forschungsmethoden und auch die Fähigkeit, seine Forschungsergebnisse einer größeren Öffentlichkeit zugänglich zu machen, haben die WissenschaftlerInnen am Hamburger Institut für Sozialforschung dazu bewogen, ihm den Siegfried-Landshut-Preis 2022 zuzusprechen.
