Les restrictions qui ont frappé les Français ont commencé dès la déclaration de guerre en septembre 1939. Elles se sont ensuite aggravées avec l'occupation allemande à partir de juin 1940 et l'instauration du régime de Vichy le mois suivant. Le compartimentage du pays en plusieurs zones, les pillages des occupants, le marché noir, ainsi que la perte des approvisionnements internationaux de la France ont provoqué de sévères pénuries dans le pays.
