Missouri voters will cast ballots on four proposed constitutional amendments in August. One of them is Amendment Four, which changes the initiative process. Currently, a simple majority of Missouri voters is required to amend the state Constitution. Amendment Four would change that to require a majority of voters in all eight congressional districts.
