Cuando hablamos del nivel de mares y océanos estamos utilizando un concepto que, en la realidad, resulta muy difícil de medir. La superficie de las masas oceánicas cambia de nivel continuamente forzada por la influencia gravitatoria de la Luna y el Sol, por la fuerza de los vientos y otros fenómenos meteorológicos, por los cambios de temperatura y salinidad de las aguas o, incluso, por las variaciones que experimenta el terreno cuando éste se hunde o se eleva obedeciendo a las tensiones a las que está sometido. Con todos estos factores, como comenta hoy Victor Martín Guijarro, ingeniero geógrafo del Instituto Geográfico Nacional (IGN), las masas líquidas del planeta necesitan estar sometidas a una monitorización continua que detecte los cambios y permita calcular los valores apropiados en cada momento y lugar; unos datos que posteriormente son utilizados para el control de los procesos costeros, cambio climático, navegación marítima, control de tsunamis, etc. El instituto Geográfico Nacional participa en esa tarea con una Red de mareógrafos, es decir, aparatos diseñados para detectar los cambios de nivel en las aguas.
