The state agency is participating in Operation Dry Water, a national boating under the influence enforcement campaign. A busy July 4th travel weekend is getting started early. Airports statewide say they're seeing an influx in flyers as nearly 6 million Americans are expected to take to the skies. Another 61 million Americans are traveling by road.
