MESS’in kuruluş amacı metal sektöründe işçi hareketini dizginlemekti. 1960’larla birlikte Türkiye’de sanayileşme hızlandı. Metal patronları işçilerin sendikalara yöneleceğini öngördü ve fırtına kopmadan sendikal hareketi kontrol etmek maksadıyla 1959 yılında MESS’i kurdular. MESS kurulduğu günden itibaren patronların koruyucu kalkanı, aktarma kayışı oldu.
