戦後日本の成功は勤勉さだけではなく、特殊な国際環境によって支えられていたと分析する。その前提は①大規模戦争が起こりにくいこと、②米国が安全保障を担うこと、③国際秩序が維持されること、④経済成長が国家発展の中心であることの四つである。この構造により日本は軍事負担を抑え経済成長に集中できた。しかし成功体験は前提を当然視させる。問題はこのモデルが正しかったかではなく、今後も有効かどうかにある。
