Vor 20 Jahren ist aus Montenegro ein unabhängiger Staat geworden. Zuvor hat es, bis lange nach Ende der Balkankriege, zu Serbien gehört.Das Land der hohen Berge, der tiefen Schluchten und wunderschönen Strände ist flächenmäßig nur knapp größer als Oberösterreich und hat nur gut 600 000 Einwohner. Bald möchte es EU-Mitglied werden. Die Chancen darauf stehen auch gut, viele Verhandlungskapitel sind bereits abgeschlossen. Doch Wesentliches fehlt auch noch: So plagen organisierte Kriminalität, politische Korruption und Umweltprobleme das kleine Land.
