The need for investment in infrastructure is no more evident than in public school districts in the ghettos. My concern ... is this intentional or are we blinded by leaders who want status quo? Root cause analysis of why public schools are inferior to suburban schools shows that public school facilities across America are funded by property taxes on slum landlords' low value housing and struggling businesses. While suburban brick and mortar schools are funded by the elite property tax base. Obviously, the appropriate funding should be sales taxes paid by the citizens in those neighborhoods. From the Bill or Rights ideas proposed the result is also a disproportionate investment in technology, library stock, student books, qualified teachers and technical training for future placement versus the well-funded suburban schools. The funding of the operation of all public schools should be based on a per student amount without regard to location by using sin taxes to properly pay for the tools to upgrade our educational systems, including Charter schools. Also, connect the dots of society keeping the slums dumbed down to crime and shootings. The politics of the problem (not just a social issue) is the majority exercising the golden rule ... those with the gold rule. Of course, the blue-collar rule is those that do the work rule. So, it would behoove us all to invest in the futures of those that can build America up or tear it down. The behavior psychologists have proven that pride in ownership builds pride in those blighted areas that leads to improved community activists cleaning up the mess themselves if they have hope for improving themselves. Let's solve the problem rather than debate the issues.
