Carter was born and raised in Lewiston, Idaho and is an enrolled member of the Nez Perce Tribe. She has a BS in Biology from Lewis Clark State College and an MS in Wildlife Resources from the UI. She’s currently working on a PhD in Natural Resources at the UI-CNR.
