Rank or Accountability

from Two Cops One Donut Hosted by Sgt. Erik Lavigne

A badge can start a conversation, but it can’t end it. We spend this morning digging into two stories that look unrelated on the surface and land in the exact same place: authority without oversight always turns into a trust problem. First, we break down a report out of Bloomington, Illinois where an off-duty assistant police chief allegedly flashes his badge, follows two young men, and tries to steer responding officers toward cuffs, phone seizures, towing, and jail over a minor parking issue that escalates after he gets flipped off. We talk through why “contempt of cop” isn’t a real charge, why rank is not probable cause, and where off-duty intervention should stop and on-duty accountability should begin. Then we zoom out to Huntsville, Texas and the debate over automated license plate readers (ALPR), including Flock cameras. I’m not anti-ALPR. I’m pro-controls, pro-audits, and pro-consequences when officers misuse powerful databases. The problem is simple: if a department says “we log every search and audit it every weekday,” what meaningful proof can the public see to verify those safeguards are real without exposing personal data or tipping off active investigations? We walk through the FOIA and public records angle, the cost arguments, and a practical middle ground built on redaction and aggregate reporting. We close by tying both stories to the same standard: good policing should benefit from someone asking, “Show me why.” If you want more conversations like this, subscribe, share the show, and leave a review.
