Segundo segmento: • El estado de emergencia permanente lleva desde el 2016 • El estado no funciona, ni cumple con las responsabilidades básicas para la población • Reduce a “lo individual” el manejo de las crisis y situaciones que enfrenta la sociedad • Respuesta estatal: o Uso del estado de emergencia o Gobierno por decreto o Retorica militar para manejo de la seguridad • Mientras la lógica es para los individuos, para corporaciones y partidos hay mano libre • El discurso de las corporaciones se toma como verdad dada y punto de partida para la discusión • La falta de consciencia de la población permite esta situación • No se cuestiona, que la ganancia del proceso se va a las corporaciones ausentes. Tercer segmento: • Resultado de esas respuestas o Erosión de la llamada “democracia” o Violencia estructural o Corrupción • En este año Puerto Rico sufre más de 60 órdenes ejecutivas • Estas órdenes afectan mayormente a los más vulnerables • El Tribunal Supremo se niega a ver la constitucionalidad de las órdenes ejecutiva Segmento final: o Respuesta social ante el fracaso del estado: o Se ven movimientos y comunidades organizándose dentro y fuera del estado o ¿Elecciones son alternativa? o Necesario articular alternativas más radicales como partidos municipales o ¿El proyecto de Velázquez y Ocasio es una alternativa? o ¿Si el gobierno la embarra en las elecciones solo quedan los Movimientos contestatarios?
