Lloyd Chapman, the founder of the American Small Business League, has fought the rampant fraud and abuse in federal small business contracting programs for 30+ years now. Hailed as the nation’s most vocal opponent of the federal government’s policy, Mr. Chapman has won more Freedom of Information Act (FOIA) cases then anyone in the history of the US, with 110 legal battles and a win ratio of 98.5%. We also won one of the largest Freedom of Information Act cases in history against the Pentagon. The Pentagon was forced to issue a check to the ASBL for $500,000 to reimburse their legal fees in that case. You can find more about this case here. The 1953 Small Business Act states that 23% of all spending should be allocated to small businesses. Unfortunately, small businesses are now only receiving 3% of the 23%. The rest of the 20% goes to fortune 500 businesses, who have created less than 1% of net new jobs in the past 40 years. Black businesses receive half a percent of the 3%, according to our findings.
