For those of us who believe the present moment is the only moment that will ever exist, it follows that the means is the end because the means occurs in the present moment; the only time that exists. For those who relate more to time, what we focus on grows in our experience.  If we focus on delayed gratification, we learn to delay gratification.  That doesn't mean we choose to act on self destructive toughts though.  In the present moment we are best served by acknowledging the emotion or energy associated with each thought, and only act on thoughts that have the emotion we want more of in our life.
