Primary circuit failure plus the cut triggered ground stops at JFK, LaGuardia, Newark, Teterboro and Philadelphia. Hundreds of flights delayed or canceled; dozens diverted. Repairs to the fiber could take ~13 hours.   The outage hit as 130 world leaders arrive for the 81st UN General Assembly.
