And this is the crucial difference: Remigration tries to decide who should leave.ReImmigration determines, through law, who has the right to stay. At first glance, this may seem like a subtle distinction. In reality, it changes the entire framework. Because it brings the immigration debate back into the realm of the rule of law—into procedures, safeguards, and judicial control.
