VGK witholding permission for Cassidy to talk with Oilers

Are stall tactics in play with the Edmonton Oilers asking for permission to interview former head coach Bruce Cassidy?  According to a report from insider Frank Seravalli the Golden Knights are keeping the Oilers waiting.  Cassidy is still under contract with VGK for another year at $4.5 million.  The Golden Knights would have to give permission to any team that wants to interview the fired coach.
