The reasons have fluctuated, from  stopping fentanyl, to trade imbalance, to political concerns. The benefits have been argued as protecting jobs, brining industries back home to raising revenue.Dmitry Grozoubinski runs Explain Trade from Geneva, training government officials on complex trade negotiations.
