Who Was Ryan Stokes and Why Did The KCMO Police Kill Him? It has been almost three years since Ryan Stokes was shot and killed by a KCMO Police officer. The officer said that he had seen Ryan with a gun and had shot him when Ryan turned toward other officers. A Grand Jury cleared the officer and said it was a justified shooting. The problem was that when Ryan was rolled over by the officers after being shot, the only thing he had in his hands were car keys and a flip phone.
