This is a story of the Rhoads family victimized, defamed and financially punished by big government for minor infractions by taking away their constitutional right to due process of law. The author hascoined this as Catch 23.There are many health care providers being bullied and victimized by our failing government, taking away freedoms of enterprising Americans’, small businesses, patients, families, employees and communities because of enforcement of health care services rules and regulations and not adhering to the Rule of Law and Administrative Procedures Act. It mandates theconduct of the regulators must not be arbitrary and capricious.
