Why do we have ghettos? (Bastions of crime, poverty, drugs, vagrancy, school dropouts and lost souls?)

from The American Enterprise Manifesto: My America's Vision of Peace and Nonviolence for Humanism · host Jerry Rhoads

Why do we have ghettos? (Bastions of crime, poverty, drugs, vagrancy, school dropouts and lost souls?).  The "have and have nots" should know the history of the American ghetto, inner city, underprivileged, race based slum. CRT and 1619 don't touch it because it is our shared history not just their retrospective erasure of history.  Attached poem "My America, express my Anglo-Saxon "have some" heart attempt to solve the ghettos problem.  Then I add "Their America" from the ghetto perspective and lastly "Our America" hopefully after correcting past wrongs.  In my opinion, America's priority problem, not an issue, is the squalid ghettos in our cities. The politics of the Dems' Green New Deal isn't focused on the problems of the needy in poverty by just proposing minimum wage and a guaranteed income.  Quite the contrary.  Wealth is focused on shifting resources away from the inner city, while investing in taller buildings downtown for the housing of the neo-capitalists and neo-socialists.  What is a neo-capitalist?  And neo-socialist? they are real estate moguls, the software and media Brotherhood in control of our freedoms. I.e, Speech, foreign trade, stock market, foreign imbalance of wealth, investment in Chinese stock and bond markets and most important housing for the wealthy. Un-American at its roots. As low income poor are living in squalled low rent housing.   This concentration camp of 15 million in ghettos, plus 5 million illegals let in by Biden's open border policy, will take on a sprawling ghetto holocaust.  The new Harlem and south LA, will be Spanish speaking embedded drug cartel employees and jobless criminals who are green party cash poor and cartel rich.  If this is true, why is (GND) policy closing down fossil fuel and natural gas production in USA by 2050. When China, India, South Korea, Indonesia Japan, North Korea, Vietnam, Mexico and other Paris Accord designees that aren't even close to America in its progress, are only moving towards promises .  Then making GND (FDR's New Deal on steroids) dead on arrival this century.  It's estimated to cost Americans 10% of annual GDP until 2090 or $2.5 trillion per year and a total of $125 trillion, while China, Russia, Iran profits on USA losses from the supply chain imbalance of trade countries, roughly 30 competing countries.  GND alert:  CNOOC (China National Offshore Oil Corp) an IPO in the Chinese Stock Market that raised $4.4 billion (and is up 44% day one). While the GND 's science "undeniable truth" the end of the world by 2050 is unproven.  The Ozone damage is minor compared to the download of CO2 by osmoses that is not being used in the calculations for net damage to the ozone (Greenhouse effect).  Used by activists to create a state of fear to get the GND passed as a part of the Biden infrastructure $3-6 trillion dollar ten year new bad deal. The GND promises economic stimulus and would put energy people back to work building solar installations, electric autos, wind farms making cities climate-resilient, modernizing the electric grid sustainable agriculture and forestry.  No mention of the inner city ghettos or underprivileged communities of color. Socialist despotism using OPM (other peoples money from Fed loans carbon taxes).  Classic do-gooders don't do good in the long run.  Hopefully, GND DOA forever after AOC and Biden are long gone.  The GND promises economic stimulus that would put GND funds for illegal migrants to work building solar installations, electric autos, wind farms, making cities climate-resilient, modernizing the electric grid, sustainable agriculture and forestry.  And leave the Ghettos in tact for harvesting of Democrat votes and Republican promises.
