If you go back 50 or 60 years, Texas was the wild west when it came to government officials working closed door backroom deals, which often included payoffs. Then a public outcry led to the Texas Public Information Act. The law guarantees citizens the right to request and read government records, ranging from investigation reports to e-mails between politicians. But as journalist Nicholas Gutteridge went pursuing government documents, he found the law has been hollowed out over time.
