Colleen Chien on Criminal Justice Policy Reform

In this episode, Colleen Chien, Professor of Law at Santa Clara University School of Law, discusses her article "The Second Chance Gap," which will be published in the Michigan Law Review. Chien begins by describing "second chance" laws, which give people convicted of crimes the potential for mitigating their punishment. She observes that many second chance laws are rarely applied, and asks why that happens. Based on empirical research, she identifies the features that make second chance laws more or less likely to be effective. And she reflects on what this can tell us about criminal justice policy.
