Si fallaron las instalaciones fijas existe un registro en defensa al consumidor. Los que instalan y mantiene tienen que estar registrados. Esto lo controla la dirección de Defensa al Consumidor. Esto le da mucha responsabilidad al sector público en materia de control de incendios. Esta disposición le quita responsabilidad a la Agencia de Control Gubernamental.
